Pollution Surcharge for the City of Homburg
Review of the introduction of a fee model with a surcharge for heavy polluters
The district of Homburg in Saarland is characterised by a high level of activity from industrial and commercial enterprises in various sectors. Over 600 companies are currently based there. The municipal sewage treatment plant (75,000 PE) is operated by the Entsorgungsverband Saar (EVS) and is burdened by increased COD loads. In accordance with the fee regulations of the city of Homburg, wastewater charges have so far been assessed purely on the basis of volume using the fresh water meter. However, for some time now, the possibility of levying a heavy polluter surcharge has been enshrined in the town's fee regulations. This in mind, FiW was commissioned to examine the introduction of a polluter surcharge and to propose a suitable fee model for this purpose.
